A new report from the Urban Institute indicates that Medicare Advantage and Affordable Care Act marketplaces both provide government-subsidized health insurance coverage, but Medicare Advantage markets are substantially more robust, with higher private insurer participation and lower average premium growth. Recommendations are made on how to strengthen the marketplaces.
