States that seek approval for broad changes to their Medicaid programs often face a lengthy, complicated (and sometimes confusing) negotiation process with federal officials. A report, “The Future of Medicaid Transformation: A Practical Guide for States” is the end product of an 18-month National Governors Association (NGA) initiative that provides a framework for how states can design statewide transformation proposals that the U.S. Department of Health and Human Services is likely to approve.
